Driver Turns Himself In, Vehicle Recovered In Deadly Mobile Highway Hit And Run

April 7, 2021

The man believed to be responsible for a deadly hit and run accident on Mobile Highway has turned himself in to authorities.

Charles F. Nobles, 34, surrendered at the Escambia County Sheriff’s Office after the vehicle he was allegedly driving was located, according to the Florida Highway Patrol. He has not yet been arrested.

It was parked outside the WoodSpring Suites in the 2000 block of West Detroit Boulevard with the damage covered by a tarp. Troopers responded to the scene and seized the vehicle, which FHP said had front end damage consistent with the fatal hit and pedestrian crash.

FHP said the 49-year old female pedestrian was struck by a vehicle sometime late Tuesday or early Wednesday on Mobile Highway near Houston Avenue., about one-third of a mile south of Saufley Field Road. The impact of the collision knocked her down into a deep ditch. Victim names are no longer released by FHP.

Alabama Gov. Kay Ivey’s mask mandate expires at 5 p.m. Friday, and Wednesday morning  she announced the transition to a new health order called “Safer Apart”.

“Ya’ll, this is definitely good news, and we are definitely moving in the right direction,” Ivey said during a Wednesday morning press conference in which the declining number of COVID-19 cases was highlighted.

Masks will no longer be mandated statewide, but individuals are strongly encouraged to wear a mask or other facial covering when in public and in close contact with other people through May 5

“Folks, we’re still under a public health order,” Ivey said, “but it is greatly slimmed down due to everyone doing their part to practice social distancing, wearing a mask, and voluntarily getting a vaccine.”

The new order does not limit or close any business, school or church.

Florida Prisons Increase Inmate Intakes From County Jails As COVID-19 Restrictions Relax

April 7, 2021

The Florida Department of Corrections has increased the number of inmates received each week from Florida counties.

During the COVID-19 pandemic, FDC limited the number of inmates received into state prisons from county facilities after their convictions. The modification to policy allows FDC to increase the number of intakes from county facilities each week and directly addresses the growing backlog of individuals with felony convictions awaiting transfer to prison from county jails.

Escambia County spokesperson Laura Coale said Escambia County will be able to transport about 14 inmates to state prisons per week.

“We recognize the need is present to increase the number of intakes from county jails to prisons as courts begin to work through the case back log. This is an important step to fulfilling our public safety mission statewide,” said FDC Secretary Mark Inch. “We have developed safety protocols and appreciate our partners at the detention facilities and the sheriff’s offices for their collaboration and adherence. Together we have been able to take a measured and safe approach that prioritizes the well-being of our inmates and staff.”

“Sheriffs appreciate the efforts of the Florida Department of Corrections to return to Pre-COVID levels of intake,” said Florida Sheriffs Association President and Gilchrist County Sheriff Bobby Shultz. “Sheriffs have worked closely with the Department during this pandemic and corrections staff have developed appropriate safety protocols which allow for a safe return to normal intake procedures.”

DC’s intake procedure requires a documented negative county-administered rapid COVID-19 test result within 48 hours of transfer, heightened medical screening by FDC health personnel, and a second negative FDC-administered rapid COVID-19 test result upon receipt at the institution. If all requirements are fulfilled, the inmate will be processed and integrated into the general population. If any one of the requirements is not fulfilled, the inmate and all inmates who traveled to reception center with them will be returned to the originating county facility.
