We are watching the heat as the week begins, and we are watching the tropics for possible impacts by the end of the week.
A trough of low pressure was located on the southeastern United States. It’s forecast to move southward toward the northeastern Gulf of Mexico, where a broad area of low pressure will likely form in a few days. Some gradual development is then possible and a tropical depression could form by the end of the week while the low meanders near the northern Gulf Coast.
Residents should monitor the progress of this system. Regardless of development, this system has the potential to produce heavy rainfall along the Gulf Coast later this week.

Former Gulf Breeze City Manager To Explain How He Can Help Century

The Century Town Council will sit down Monday with longtime Gulf Breeze City Manager Edwin “Buz” Eddy who has offered his consulting services to help the town solve the numerous problems identified in a recent report.
Eddy made the unsolicited offer after reading a report by independent financial consultant Bob Inzer, whose services were provided to the town by the Florida League of Cities following a scathing grand jury findings. Inzer repeatedly told the town council that Century needs to hire someone for a chief financial officer type position to have direct oversight over the town’s finances.
Eddy is not currently seeking a full time job with Century. Instead, he is proposing an hourly rate of $35 as a consultant. The town had not yet formally accepted his proposal, which he is expected to present Monday afternoon at 5:30 in council chambers.
Eddy recommended that the town set aside $5,000 for the initial phase, providing for 143 hours of service.
Eddy met with the Century Town Council in early 2018, explaining a new tax up to 10 percent that the town could levy on electricity, municipal water, propane and natural gas usage within the town limits. He also told the council that they could add an additional 25 percent premium to the bills of those outside the town limits that use town water or natural gas services, and up to a 5 percent communications tax to phone and internet bills.
The council never acted on any utility tax increases.
Eddy served as the Gulf Breeze city manager from 1992 until his retirement in 2017. He also worked as the city manager in Coral Springs, Florida, from 1988-1992.

Heat Advisory In Effect For Saturday; Heat Index Around 110

There is a heat advisory in effect Saturday. The heat index is expected to be between 105 and 110 degrees.
The combination of hot temperatures and high humidity will combine to create a situation in which heat illnesses are possible, according to the National Weather Service. Heat exhaustion may set in if individuals are not adequately cooled or hydrated.
Pensacola set a record high of 101 degrees on Friday, and highs in the mid to upper 90s are expected for Saturday.

Potentially Dangerous Heat Expected Through The Weekend
July 5, 2019
The National Weather Service is warning of dangerous heat the next several days.
Very hot temperatures are expected this weekend, with highs reaching the mid to upper 90s and heat indices climbing into the 101 to 107 degree range. Some locations closer to the coast could reach or exceed 110 degrees during peak heating hours. This level of dangerous heat is expected to continue through the weekend and potentially into next week.
Take special precautions if planning outdoor activities; stay hydrated and take frequent breaks in the shade to avoid overexposure, according to the weather service.
Thursday, Pensacola tied a record high of 97 set back in 1992.

Sheriff David Morgan Denies Allegations Made In Federal ‘Sex Ring’ Lawsuit Against Him

A federal civil lawsuit against Sheriff David Morgan alleges he was involved in a sex ring and then took steps to halt an internal affairs investigation.
Leah and Doug Manning were convicted in state court for sexual activities that included their own underage daughters. Escambia County deputies Mark Smith and Walter Thomas were also charged. Smith was found not guilty, and Thomas was sentenced to 30 years. Leah Manning was sentenced to 25 years, and Doug Manning received 30 years in state prison.
Manning, at the time, worked as a nurse for the Escambia County Sheriff’s Office.
Now legal age adults, the twin daughters are suing Morgan. Morgan is adamantly denying the allegations, and Wednesday afternoon held joint press conference and meeting with all personnel not on active duty protecting the public.
The lawsuits allege Morgan “tolerated the sexual activities” with deputies and other ECSO employees “because of his friendship and personal relationship with mother (Leah Manning).”
Leah Manning claimed, according to a court document, that she had sex with Morgan on about five occasions, and that there is video that shows a half-naked Morgan in a hotel bed. She also claims the family dog was named “David” after the sheriff.
Morgan said he has never had contact with the Mannings and he had no supervision or influence on the investigation. The case was not directly investigated by the ECSO; it was handled by the State Attorney’s Office.
“I haven’t met someone, how can I have sex with them?” the sheriff said Wednesday. He also denied the video claim, and denied that he ever had any contact with the Mannings. The alleged video has not been made available.
During the investigation, phone numbers of a number of deputies were found in Leah Manning’s phone, including a number for Morgan.
Morgan said Thursday that the number in the Manning’s phone was his official cell number, not his personal cell or a landline. He said the investigation revealed that none of these numbers had contact with Manning’s phone.
“This whole case is fueled by rumors and innuendos and Facebook postings,” the sheriff said, “where a lie repeated often enough becomes the truth.”
Morgan’s attorneys are arguing that he should not required to give a deposition in the lawsuits.
Court filings say “Plaintiffs have failed to establish any reason why the deposition of the Sheriff is required, except for the purpose of a fishing expedition for irrelevant information. All of their claims against the Sheriff are in his official capacity regarding the policies and practices of the Escambia County Sheriff’s Office. Such information can be obtained through other discovery and/or the depositions of lesser ranking officials.”
