I feel those who are taking advantage of this program would be obvious. Have them provide documentation, from a physician, for instance, stating why they are unable to work. There is a difference between someone who hits a rough patch in life when someone who knows how to take advantage of the government and use our tax dollars to support their lifestyle choice.
