There are different ways to prevent this individual from harming another child, depending on the state of conviction, and they will be a permanent solution. Before someone cries about the rights of the accused, I agree, they have rights but in this case it is rather obvious the rights of victims never crossed his mind so his rights should be an hour of sunshine a day at best.
