It DOES provide employment which allows employees to remain in the county (assuming they were already residents) and to spend more money which will involve them paying more taxes than they would have if unemployed even without raising taxes or tax rates. Not only do employees pay more taxes, but those they buy from or employ also get more and pay more taxes. Theoretically it has no end point but economics is certainly a confusing discipline.
