Some are blaming headlights facing the oncoming truck. So what? How is this any different than if they were in the driving lane on the other and opposite side of the truck lane, with headlights facing their same direction (toward the truck) but them in the driving lane instead of off on the shoulder, and facing the truck? I wonder who will be at fault or if anyone was negligent? If there will be policy changes in the future concerning awareness of safe practices on/near roadways? A lot can be learned from this incident if all parties are honest with themselves and use this as a learning moment. Glad no one was injured in the mishap. Everyone has a job to do, but we can all learn to be safer in doing it. Proper Safety Protocols should always be tweaked no matter of any legal rights in any situation.
