Is it because they feel that they are entitled to sneak in and take, or are they just too sorry and lazy to work for the money to buy stuff for them selves. This particular perpetrator looks healthy enough to work for a living just like honest folk do. I believe that law enforcement needs to go back to the days of a real chain gangs complete with fully armed guards alongside the county roads and teach these rascals what real work is.
