It could be binding or non-binding. “Shall (or “should” if non-binding) the municipal government of Town of Century be dissolved where that all future governance of the present incorporated area would be directed by the Board of County Commissioners of Escambia County, Florida?” Either result would essentially become a justified mandate that would free either the Town Council or County to govern the area with more confidence. It is way past time to directly and officially ask the residents what they want for the future of their community. That’s because the present situation is nothing more than a rinse and repeat of resignations, special elections, distrust, and mismanagement. What does the electorate want?
