If the charter needs to be amended, IDK, they can do that also.
I think that was the recommendation of the Charter review committee anyway. The council votes on it and puts it on the ballot. Why they piece meal and cherry picked is a mystery.
Either way, yes they need more talent on staff.. with proper checks and balance to run and provide the services.

Doesn’t this go against the charter? It’s not a Town Manager form of government unless the people vote on changing the charter.

That’s a fantastic idea.
That is how the county is run – elected officials come and go. I’m sure Ben is for it he stated in the past he recognizes running a gas, potable water, waste water utilities, in additions to roads is a huge job.
It’s important to get someone with skills though. Like Prather was.

What does the clerk do? For the longest, that was the highest paid staff but the talent was NOT there to manage the utilities as well as the finances.

Probably could fire the people who didn’t do their jobs, like the contracted accountant and financial officer and roll those positions into one with skills.

Drain the swamp. The key is good employees.
