CSX does not pave, they only repair the tracks itself. A third party contractor (vorst paving) are the ones that pave roadways crossing csx tracks. Most of the issues with the crossings are the paving. The road closures are also maintained by a third party with the planning of Csx of course.

They need to go relick the crossing at Kingsfield as well. They shouldnt be making these crossings worse.
