Brought it to a public meeting no less Boutwell was trying but they blocked his common sense agenda at every turn. I'm sure it was frustrating. Billing clerk probably got fed up with Gomez. After she stepped up and got the bills out on time after the death of the former meter reader. Then the same whiney employees didn't know how to step up and do the job. And here we are.
