Drivers definitely need to be held to higher standards. I have a full size SUV and constantly have to worry about people changing lanes into me. Things are definitely getting worse and something needs to change. If the sedan driver changed lanes into the scooter, the scooter driver likely had two evasion options: be forced off the road or hit the brakes if nobody is behind him. This is IF he had enough reaction time. The same thing could happen to someone on a Harley Davison or a Ford f250. If an idiot driver doesn't see you and drives into you, there aren't too many options available to you, lol Hope the guy recovers and the negligent driver is found.
