(FDOT) Also if it were in Pensacola they would be rebuilding all of the sidewalks plus resurfacing all the way down to Teddar Rd like is needed. No worries

That very first delay because a water main was "off the books" caused this project to be shuffled into the "when we get to it (between other jobs they already have scheduled)" Most contracts have an unforeseen contingency clause. Circumstances beyond the contractors control. Blame the water main. or somebodys water main. Nobody has worked on it for a few weeks. Like in the spring it sat for months idle.
