We aren't going to reduce the firearms on the black market by any of the tactics you mentioned. Criminals, as well as thugs, aren't going to take a safety course or go through an agency to submit to a background check. These types, that did the shooting, most likely got those guns through a drug transaction or theft. I really don't know or have the answers to curtail these types from having these weapons that they use to commit such crimes. Make examples of them in the judicial system instead of slapping them on the wrist and letting them back out.
