They should have to pay for their crimes like everyone else and not be free to get away with anything. I rather tax dollars pay to incarcerate than to hospitalize these people. They did away with outing people in a mental health facility for more than 30 days and that’s rediculous in my book. I don’t believe they should be exemp for breaking laws and paying for it period. If one isn't competent to stand trial then one should be removed from public to receive the necessary medical treatment and rehabilitation. Had an innocent driver struck this person while she was laying in a travel lane then the innocent driver would have been charged with homicide or manslaughter irregardless of her mental capacity.
