While the extension offices are tax supported, the government tends to think of extension funding and other post-secondary institution funding as an area they can divert money from without impacting a giant portion of the population--because they believe universities will make up the funding loss through grants and tuition hikes. Unfortunately, that also impacts our local extension program funding. I'm sure the agents would love to offer that skill for free, but food and canning supplies cost money, especially if they allow people to keep the canning kits after the workshop. Consider contacting your extension service agents or county program director and ask who is cutting their budget. They may be able to give you an idea of who to talk to about that.
