Now they are hiring the fellow's friend. Can you say "kickbacks"? If it doesn't feel right, it probably isn't. Where in the heck is the state regarding all this? Suspend the charter, send in a caretaker that answers to the county commission, finish whatever projects are underway, and turn it over to the appropriate offices in the county.
