I worked for County Inspections in the storm water section in the 90's. I inspected new residential and some commercial construction and a few older residential. I covered the entire county alone. The problem I ran into was contractor superintendents were NOT doing what was required for storm water runoff which impacted other residents. When I informed the superintendents of a problem, they had several days in order to fix the problem. Alot of the superintendents disregarded the warnings. I had the authority to shut down the project until it was fixed, but the County told me to let it go until it got real bad. Then one of the Building Officials would have to accompany me to the site, then shut it down. There was a lack of confidence from upper management in subordinates. When an employee is hired to do a job....there must be a level of Competency and confidence from management unless they want to do the job themselves. In my opinion, there was and is a "good old boy system." After I left, they hired 6 people to do my job. @Brandon @KRod….I agree with both of you. After spending 22 years in the storm protection industry I witnessed a lot of short falls and cut corners. All too often when the complaints were issued... the general attitude was just to "make a big stink" about it and let someone else take care of the problem. however all too often the end user (consumer) is left dealing with the quandary. Now mind you, not all situations are like that however it is becoming substantial... Maybe the position(s) need to be pad fulltime and answer to a higher authority for their actions (or lack of). @Brandon – I totally agree.
