Apparently, a No Contact protection type order can be put in place to include crossing things over the fence. If the issue persists, they can then arrest the violator. Otherwise, not much they can do but talk to the person. Speaking from info given by deputies.

The evil is out there. He has no remorse for what he did. Judges can issue order after order but that is just paper. The action of placing him in prison for violation of those orders will put some metal in that paper.
People believe that they can do what ever and not face any real consequences and the judicial system here lately has fueled that idea..
