No, it wouldn’t have. The Keystone XL Pipeline was meant to be a replacement for the existing Keystone Pipeline. It wouldn’t pump any more oil into the US from Canada than we already receive.

The EPA had been recommending suspending the permit for years due to the history of oil spills on the standard Keystone Pipeline and the company’s inability to provide any evidence that they could safely pump oil without additional spills. The former administration just chose to ignore the EPA’s recommendation and go full steam ahead.

Honestly, is anyone able to tell me what Biden did to make gas prices around the world go up without resorting to lying? I get that you don’t like the guy, but can we at least criticize him about stuff that’s actually in his control?
