So sorry someone getting hit by a car started your day off so wrong. Perhaps people shouldn’t have stopped and just rolled past. As for school backing up 95a, I suppose we could encourage everyone to home school so that you never have to even pump your brakes.

Pretty obvious to understand what happened by what was written. He was passenger in a stopped car in the inside lane (let’s call that lane 1 — lane 2 was also stopped and that vehicle was a cement truck — lane 3 (turn lane) was the lane in which he obviously stepped in front of a car because they weren’t stopped but he couldn’t see them because of the cement truck.
