As a public safety dispatcher I can give you an example of how it may have happened because I answered a call where the caller thought a woman and her dog were kidnapped out of a parking lot. The caller said that she saw two men and a woman standing outside a van. A black car pulled and the woman disappeared when the caller drove back around. The caller called because she thought the woman may have been kidnapped because the woman disappeared and the men near the broken down van had disappeared. I sent a deputy and nothing was found. I never heard anything about the woman, a black car or broken down van.

Nothing like being publicly identified as a kidnapping suspect.
