Sure seems like a waste of resources for such a minor infraction, if in fact the guy really did hit the woman. From what I hear it’s common practice for ECSO to come out on the losing side of these type of pursuits or “manhunts.” I suggest the guy go ahead and lawyer up, the criminals in green won’t be long before busting through the door of his home, without a search warrant and threatening, his family, as they try to claim it legally part of searching for him. Just saying.

Perhaps if all the L.E. vehicles in the photo had spread out they may have had a better chance of noticing the suspect.
