It&#039;s the individual states which have declared the holiday as Presidents (or Presidents&#039;, or President&#039;s) Day.  Over the years Congress has attempted to make the change from honoring just Washington to honoring the office of the presidency in general, but in it&#039;s typical fashion hasn&#039;t been able to muster enough support among its members.</description>
