Thats not him in the video. That guy is stouter, has yellow looking hair whereas Eubie is dark haired and bald..this guy is short compared to Eubie.
Maybe they will find the right individual..

I don’t know this guy but that doesn’t really look like him to me. The tattoos on his neck don’t seem to show up in that surveillance photo like they do in the mug shot. I mean maybe it’s the angle and that’s totally possible. Kinda looks like surveillance photo shows a bit of tattoo on the front but looks like the mug shot one may go further back.

Either way the article says suspect so maybe they can find him and do their investigation and determine if it was him. Who ever was the person stealing I hope they get caught, I can’t stand a thief and that causes the rest of us to have to pay more for our items when we are already feeling economical strains.
