Why blare an unintended alarm throughout our community if there is no true emergency? A little advance notice (say, reverse 911??) would go a long way in helping neighbors understand a test from a real emergency, especially when wind carries the voice away from the residents who then hear only part of the alarm, take cover indoors, only to learn latee it was 'unintended'.
