Why? Because it’s not following any set of recognized or certified standards for energy savings. These “achievements” could simply be occurring because of cloudy days, higher rainfall in high demand months, fewer employees and students, replaced equipment, or other non-behavioral factors. Adopting LEED standards and carbon reduction goals would be truly measurable. This is not anything truly special with regard to energy conservation.

Why?
