I don’t believe the local scrap yards are part of the problem, they definitely require ID. There are people who buy these things and take them directly to the processor that don’t ask questions and they don’t own any scrap yards. There’s no exchange of record of any kind with these people, so maybe states should start looking harder at these recovery/processing plants.

I recommend that the recycle centers stop buying catalytic converters and if they do take a picture of those selling them. I know they already should be checking ID.
