If violation of the proposed regulations is a criminal offense, it isn't really "decriminalization." Selling to children, for example, I assume would still be a no-no. There are other ways to get a handle on the problem. They tend to be unpleasant, dehumanizing, less than 100% effective, and expensive, I admit. But they CAN be done. Not that things should be criminalized or even regulated unless they hurt others, but the argument is often made that anything anyone does affects everyone else. The more we stick our noses in others' business, the more justified we feel. Remember: Every law should be written as if it would be enforced by your worst enemy and most incompetent enforcer -- because at some point it probably will be.
