		<description>Lets correct some information: 

Neither the ECSO or the Gas company were at fault for the explosion that destroyed the old jail facility. At the time of the explosion that Board of County Commissioners were in full control of the jail facilities. In fact, Sheriff Morgan had warned them in writing about concerns of continued flooding of the facility and the BCC ignored the warning. Additionally, no one from the maintenance section or the jail ever contacted the gas company about the gas smell.

This new facility does not have the capacity to hold the number of bodies that were once held by the old facility destroyed in the explosion. As such, the jail will be at or near full capacity -- if not exceeding capacity --- once it opens. 

Florida Statute 318.18 outlines how penalties assessed for a traffic ticket is dispersed. You will find that vast majority of what is collected is NOT returned to the local level as general revenue. 

Court fines that are assessed are generally returned to some degree to court operations. However, in most criminal cases these fines are often reduced to liens and seldom collected. One of the reasons why &quot;general revenue dollars&quot; must still be budgeted for court operations versus it being funded by user fees. 
The same can be said for the dollars collected from those of probation status. 

The daily subsistence fee or fees for provided services are returned to the general fund to offset the cost of jail operations. IMHO, these fees are cheap cheap cheap and should be raised in order to cover more of the &quot;user costs&quot; associated with jail operations. Just because a fee is charged, doesnt mean its collected. Like court fines, these fees are often reduced to liens.</description>

Feel that this new facility will be at Max Occupancy almost immediately.
County really needed to buy that entire block then tear down that grubby old strip mall and build a larger jail and have the surrounding area for county offices and facilities. Yes, even the &quot;counselors&quot; could be onsite. Guess certain BOCC folks could have pushed that thru if not bending down for special interests.</description>
