I believe to the FDOT, construction means the entire process including going out for bids, pulling permits, etc. To me, construction means we are moving dirt, pouring asphalt, and getting it done. I believe to the FDOT, construction means the entire process including going out for bids, pulling permits, etc. To me, construction means we are moving dirt, pouring asphalt, and getting it done.
