They are registering to vote and not choosing to align with any political party. I didn't go NPA, but the idea is that a political party has certain beliefs, goals, agendas they wish to push for. The primaries are actually for the benefit of those private political parties, helping them decide on candidates without having to pay for it themselves. Those who disagree with the goals of the political parties really don't have a reason to participate in the primaries, since they don't actually want the world any of the parties seek. Instead, they just try to figure out which candidate is best in the general election and vote accordingly, not as part of a herd or pack but as concerned citizens.
