REGARDING:
“318,316 people live in Escambia county. 1660 test positive.”

That statement would be true if all 318,316 people had been tested.
It would mean that many currently have the virus active in them if so.
It would not tell how many had been exposed but never infected.
It would not tell how many had never been exposed.
It would not tell how many have infected and are over it without injury..
The differences among 0.005, 0.005%, and 0.5% have already been explained.

It is what it is, neither more nor less.
