However regarding the phones, To my understanding the per minute rates to use the prison phone system is no different than price gouging at the rates they are charging people to call lawyers , family members etc. The problem would fix itself if it weren't for greed in the prison system. Focus should be on rehabilitation like for instance a library with a computer lab of donated books and computers. Its not rocket science, plenty of other states do just that and more to help inmates readjust once out.
