The work is not done. They are making an additional traffic phase to get two (2) westbound 9-Mile lanes open to Navy Federal Way in an effort to move traffic on 9-Mile, which in-turn will allow traffic from westbound I-10 to exit onto westbound 9-Mile. There will eventually be a traffic signal at the eastbound I-10 Ramps, but nothing really has changed at this intersection,except for the volume of traffic. There were 2-lanes westbound and 2-lanes eastbound and no traffic signal before construction. There are 2-lanes westbound and 2-lanes eastbound and no signal now (there will be a signal when it is completed). Still a lot of work to do. There is also talks of making a Beulah Road connection to the Interstate. Looks like the study is for Beulah to be moved to the west and a new I-10 Intersection created. I wouldn't be so quick to cry Dumb. Traffic engineers have to keep the exit ramp off I-10 flowing to mitigate the traffic accumulating on I-10's westbound shoulder. I hope I don't have to explain to you why it's safer to have traffic backed up on 9 mile as opposed to I-10. @DB.

My only recommendation would be to put a red light exit 5 for those exitingI-10 and trying to turn left.. It is horrible any time of the day to get off there. Or, maybe put an on and off ramp at Beulah Road and I-10... Either one would be very helpful. No traffic light . A stop sign and have to cross 2 traffic lanes and a turn lane and no median.
