It doesn't matter if you use a credit card, bank account, or even use the Internet. This is about infrastructure. Cyber security is a part of that.

Someone on the inside most likely ran a malware app, which generally cant happen if the all the antivirus and software is update to date. It sounds like the IT department failed big time and now they are promoting some story about cyber attacks. Most likely some negligent employee

Firewalls don't prevent or stop ransomware usually to get it you have to give access to an outside party ie:the hackers and they then have access to all of your passwords and data. They then either encrypt and change your passwords or just change your passwords either way you are completely screwed at that point.

But seriously someone has to let them in the pc for them to be able to do that. If you go into dos you can find the file where they have stored their programs and change some code to "break" the program sometimes you don't even need to use dos. I've actually had to do this a time or two for family members lol.

You need to have the FBI and Homeland let one the hackers on their payroll have a crack at this. Bet they could find where it came from and then fix it with a strong firewall.

When your system is linked to the internet for customers to pay bills through their banks, there is no way for it to be a “closed” system. You can’t be in-house only and conduct business with the outside world.

Well hackers don't need you to use your credit or debit cards online to get your info that is what is called a big fat myth. Stores ie: target, Walmart, tom thumb, wherever you do business with anything otter then cash uses the internet to send your card and pin number online to the issuers of said cards. Every single time you swipe be it at a gas pump or at the grocery store you send your information into the internet.

So with that being said if a hacker wants your credentials they can effortlessly attain them.

As for the city being taken hostage well what type of hostage situation are we talking here? Is the city locked out of the accounts are they locked out of the system because there are ways around both of those types of situations. Ways that do not include paying ransoms.
