If the council and the mayor were to revise the charter don't you think each person would be working toward their own benefit? Of course they would!! And as far as the dissolution goes that has nothing to do with what the committee will be doing. If its decided that the town government needs to be dissolved then there will be no need for a new Charter. But the review committee will not be the ones to make those types of decisions...
