Noone uses them or if they do they turn them on as they are making the turn not the 100 ft. before the turn but literally as they make the turn. But as far as "impeding traffic in the left lane" goes sorry bud that only applies on the interstate not your regular roads. What are people needing to make a left turn to do? People around here don't adhere to stop signs, red lights, or yield signs. The majority don't use blinkers and they don't care if traffic is coming, they pull out in front of you and then go slow!
