The ECUA provides twice a week pick up in Santa Rosa for considerably less than they charge the citizens of Escambia that elect them. The ECUA effectively underbid, and put several private carriers out of business in Santa Rosa, and the citizens of Escambia County are subsidizing this fiasco.
