For the amount of times he has been arrested and the VOP's on his record, he should still be in jail. He basically keeps getting away with his crimes with no real punishment from the courts. It's still in effect, but there is no room in jail/prisons to put these people. An addition to the Road Camp on Hwy 297A would be great. Why should habitual offenders as this dude sit in air conditioned rooms all day playing cards or sleeping? Put a majority of them out on the road crews to sweat and wish they were back at home. A few times of spending a year working the outdoors crew MAY help some get better with their life.
