They just quote old sayings and assume they are in the Bible. (I tend to attribute those to the non-existent book of Hezekiah where all the things the Lord "should have said" are kept.) The article reads as if possibly an insane person called it in rather than an evil child. The Bible shows those are exempt from the rod rule. I hope whoever did the deed improves.
