State Law says that ALL public records shall be open for public inspection. The Honorable Mayor cannot enter into any kind of agreement that is contrary to State Law or The Town Charter. I'd say the Mayor will soon reveal whom the tickets were bought for, or withdraw his request for reimbursement. If he doesn't do it willingly, he will when he gets in front of a Judge.
