October 9, 2018 until February 23, 2019 is the time it took to identify this guy using fingerprints?
Lots of reasons for such a lag in time, not in system, backlog of cases, on and on.
But this seems to have taken a long time to identify the “suspect”.

If Backus was a previous tenant, the dog may have recognized him and ran to greet him. While I know he did wrong, it sounds as if his conscience was slowly .getting to him.

Omg, you can’t get much lower. This guy is heartless and needs to be locked away. I recall a man last year pleading for the return of his ShihTzu from that area whe he had been burglarized and his fur baby was taken. Does anyone know what kind of dog this thug stole? Did they get the dog back? Please tell us more.
