Writing them tickets would do little good in either case. The first example cant afford the tickets and the second example doesnt care and just won't pay it, knowing they will never have a license again anyways. @ Bob c

Wish LEO would ticket folks on bicycles and in the wheelchairs who do not have lights on them at night, maybe have fewer accidents and injuries or deaths. Guess that Grantham is an alleged Drug-'Pedaler'. Recalling some years ago a guy was arrested for being on a bicycle and having his “meth lab” cooking away as he pedaled.
