I empathize with those effected by Michael, but those funds are specifically ear marked for ecological recover from the oil spill. They take the funds now to pay for what insurance should be used for, then who will pay for the ecological long term damages from the oil spill? You can’t create money for projects, and five years from now when those funds are needed, there won’t be the ability to get it. Sell bonds, set budgets, do what those counties need to do to raise funds to rebuild, just like our area had to do after Ivan.
