Nothing is foolproof because fools are so inventive. Cards can be lost. Even newer technology can make counterfeiting possible. Databases can be hacked or just not maintained or entered carelessly and incorrectly. People change addresses so information is out of date. Careless people may not maintain equipment. Voters will still forget to vote or double vote or think they can mail in votes late. Some will be afraid to vote if police are around. Voter ID won't work for mail-in ballots. Candidates will still hire lawyers to make claims based on rumors and flat out lies. These matters constitute more than 0.01% of the problem, more like 97.3354%.
