The women had already made it into the visitation park. The k9 unit was just doing a reqular round checking vehicles and the dog alerted on their car. The women made it past a cellphone pole that they have each visitor walk through every weekend. The cellphones are wrapped a certain way which helps them past the pole. They called them out to the vehicle to be search which the women agreed to. The reason they didnt get arrested was because they had two minors with them and were from out of town. Intent doesnt have to be proven when just the possession is considered illegal on the prison property which includes the parking lot. Sweetheart I have a law degree. You can have 1000 cell phones in your car and it's not illegal. You can have any variety of things in your vehicle such as tobacco, firearms, prescription medication, pornography etc that are considered contraband within prison parameters, that doesn't make it a crime to have it in your car and certainly doesn't prove intent to introduce.
