No S is present" While true, "When is the killing going to stop?" Is a question which requires an ongoing activity. If it is going on, previous and current killing is included as well as the thought it will continue unless it stops. While it is true that this shooting seems to have failed to kill, every time you shoot someone, the possibility of killing is included.
