Most substance abuse programs these days involve Federal Funding and substitute drugs, i.e. methadone, they supposedly provide a needed crutch if the addict wants to quit. If the addict doesn't want to quit, they simply provide government funded drugs. Have a family member was in such a program for 3+ years, didn't fix her at all.
