"The Pensacola area had 5,110 job openings, including 1,291 openings for high-skill, high-wage STEM occupations." STEM is science, technology, engineering and math. Some folks can't fill those jobs. As to the other jobs, sometimes a job in food service may only be for three hours per day and many miles away. If a worker can't make it to the job or earn enough to cover the expenses of going, there is no good reason to do it. I don't know how often this is the case, but it is possible.
